Bill Thompson's Dilemma

In hindsight I see that I correctly analyzed what would be Bill Thompson's dilemma in this election. We all know that one of his main arguing points in his campaign was that Mayor Mike Bloomberg snatched away the people's democracy by extending the term limits that were put in place by New York City voters through two referendums during the 90's.

But Mayor Bloomberg did not act alone. He needed city council. So it would be correct to say that the Mayor and city council snatched away the people's democracy by extending term limits from two terms to three terms after the New York City electorate decided through referendum that term limits would be set at two terms. When I saw that city council was omitted in such accusation I realized then that this would be Bill Thompson's main dilemma.
The term limit argument was a strong one. Around this time last year the mayor and city council's actions infuriated the voters. Certain city council members who voted against the measure even took the matter to court. But somewhere along the line this argument got weakened, which I will explain shortly. It pretty much got killed when the voters, who would be Bill Thompson supporters in the General Election only, by turning the switch next to his name and pulling the lever, however, nominated many of the same people who created this mess in the first place in the Primary to be able to run in the General Election.

Thompson was advised that having people visibly supporting him that in essence were okay with extending term limits without a referendum would be political suicide. Even for them. Therefore the image of Democrat solidarity was absent.

But Thompson kept on. He built a team of sincere supporters, I being one of them after the Primary. And that's because I was backing Tony Avella. I backed Tony because he supported many of the causes we were fighting for in Harlem among other qualities. I told Thompson aides that if he wins the Primary I would get fully behind him. On day one after Thompson's Primary win I told him that I'm on board and we marched together through Washington Heights.

In my opinion Thompson was doing good. He was getting solid advice and utilizing it too. But I saw the term limit issue being the reason that would cause him to lose if he were to lose.

To prove my point, I got a couple of calls from people asking me why I was canvassing for Thompson while I was campaigning for my own race. That's a normal thing to do by the way on a local level. But the callers were more concerned with the fact that on some of Thompson's campaign literature he was being endorsed by Council Members Jackson and Dickens, two of the city council members who voted to extend term limits. And these folks knew that I had an issue with those council members who were in cahoots with the mayor on this issue. In fact, on a city council campaign level I was using the same campaign mantra as Bill, "Eight is Enough." So to them I was appearing to be hypocritical.

When I looked at the flier they were talking about I couldn't believe it. True their names appeared in small print. But it didn't get passed these callers. I had a hard time trying to explain it away. But I had to because the bigger picture in all this was to have Thompson win.

So here we have the closing chapter of this mayoral race with Thompson losing by 5 points. That amounted to 50,000 + votes. Yes it is somewhat true that if more people had turned out Thompson could have won because more than likely those voters would have been African American. And maybe if Obama had given Thompson a healthy endorsement instead of a flim flam one that could have been just the spark needed to get more Thompson voters believing and actually voting. But what kind of resounding message would have been sent to Bloomberg if the voters who did vote during the Primary Election did not nominate the city council members who voted to extend the term limits in the first place? THAT EIGHT IS REALLY ENOUGH!

Bloomberg would have been back peddling. And even if Thompson still were to barely lose, the impact of such votes were cancelled out by the fact that many of the same voters voted such council members back in office. At least there would be hope that Bloomberg could be contained. But right now you have pretty much the same city council, at least in the areas that are being gentrified, and the same mayor for four more years. [With that illogical voting scheme did I even stand a chance?]

Yet the fact that Thompson still nearly won has its rewards. Thompson showed courage and was not afraid (It must be a Brooklyn thing). He stood his ground like a man. And there will be a somewhat different council too. It will not be majority white. Whether the new council members will have some backbone remains to be seen. If some of that Thompson courage rubs off then maybe Thompson is really the winner after all. But we should not think that the fight is quite over. There is so much that still needs to be done. I will continue doing my part.

My Public Statement on Robert Jackson's Re-election

I would first like to congratulate Robert Jackson on completing the Ing New York City Marathon. Mr. Jackson not only completed the marathon he completed it in outstanding time for someone his age, even better than many people his junior by 20 or 30 years. This is also Councilman Jackson's third marathon and it took place on an election year, which for him made marathon training extra challenging.

Secondly, I congratulate Councilman Jackson on his re-election to city council for a third term. Although the councilman and I disagreed on the extension of term limits issue, meaning, he felt he had a right to vote for extending term limits from 2 terms to 3 terms as a member of the city council and I felt that such change in the law was unethical because term limits were created by the voters through a referendum and was addressed twice by the New York City electorate therefore any change regarding term limits should have come by way of a referendum, voters in the 7th District had an opportunity to let Mr. Jackson know how they felt about term limits. The voters have spoken and re-elected Mr. Jackson despite any term limit issue.

Councilman Jackson and I have had other differences in the past on several issues, e.g., the Columbia Expansion Plan, the 125th Street Rezoning and matters pertaining to Charter Schools. These issues were before the voters too before they voted, and again, they decided to re-elect Mr. Jackson.

I am a believer in majority rule, and the majority of the voters have decided they would be better off having Mr. Jackson continue to represent them in the city council rather than me. I accept and respect that decision.

I would like to believe that Councilman Jackson wants the best for his constituents. I know I do. The Councilman knows that the people come first and he knows that with me it has always been about the people. I will continue to be a servant to the community and be supportive to Mr. Jackson in his efforts in serving the 7th District. There will be times that we will disagree and even clash. This is how our democracy works and I believe that both of us respect that. But there will be times that I will pick up the sword on behalf of my brother and fight along his side or continue his fight if he falls.

As for me, I have not made any decision regarding my political future. I will take it day by day and decide at some reasonable point in time. I will continue to be a voice for the voiceless and not use my voice when I should be silent.

Our Crisis in Education

I've been asked what is my platform on education in our city. Indeed we have a crisis in education when it comes to public schools mainly populated by Black and Spanish speaking students. But before I go into that I want to put on record that I didn't just pop up out of nowhere talking about education and what can be done to improve it just because I am running for city council. I have been very involved not just in our city's public school education system, but primary school education period, before now.

Many years ago, when I was a much younger man (chuckle),when I was in the Army I got into an on the job training program in teaching. It was designed to let people have actual teaching experience and apply that experience toward a teaching degree. Kind of the cart before the horse if you will. But in the Army we do what we got to do, especially overseas. I was assigned as an assistant teacher and tutored 5th grade military dependents in Germany.

Although I didn't pursue teaching and stayed in the military a while longer I did take a job as a security officer at a high school in between, which was actually the first high school in the nation to have school security. I came on board a few years after the security program started. It was very different than how security operates now but it was partly coordinated by the local police department. So school security being under the police department now is not a new concept. It more than likely came from us.

This is probably the moment in my life that made me realize the importance of public school education. However, not in a way to replace a child's primary teachers, which should be his/her parents. But in tandem. As they say in Latin, "In loco parentis." Meaning, to take the place of a parent when such parent is not around. Remember the child is with his/her parent[s] first thing in the morning and last thing in the day, or that's how it should work. However, when the parent comes to school the role of parent reverts back to the custodial parent, whatever time of day that is. Well, that's how it has always been with me.

I won't go into every aspect of my education experience here because I did not pursue teaching as a career. However, because I did involve myself with children throughout my life and have a child of my own, you could say that because of certain circumstances, which I will go into shortly, I became partners with the public school education system. How could it be any other way? We do trust them with our children, don't we? So we better be partners. And it's better to get along with your partners than to not get along. Then again, we all know that having partnership doesn't necessarily mean that we always get along either. If everyone can see it like this a little maybe our approach to education would be more productive. Everyone certainly includes the DOE.


When I accepted an appointment to serve on Community Board 10's Education & Libraries Committee I jumped at the opportunity. I did so because I felt that having an official position pertaining to education would be beneficial to all parties in this public school arena: BOE/DOE, parents and the neighboring residents who may not have children going to public school.

Initially I fought against mayoral control because it was complicated and was more decentralized than the mayor was claiming. I also found the new DOE to be racist and acting like a dictatorship. My kind of fight.

I then became very involved in the charter school issue. I didn't like how charter schools were taking over public school buildings, in whole or in part, but the children who previously occupied such public school building spaces were pushed out and made to go elsewhere. Nowhere in our public school/charter school history prior to this current administration was the charter/public school question ever a big issue.

For those who have not followed the particulars of this subject and know about certain court decisions regarding same, this issue deserves its own editorial. But for the record, a charter school in New York State is deemed to be a public school. However, when it comes to land use regulations, such decisions being the prerogative of the City, a charter school is not a public school. This is in the Charter School Act for those who would like to look it up. I personally drafted proposed legislation for city council to consider, which would have adequately addressed this matter.

Although city council has yet to act on my proposal I will take time to commend Assemblyman Keith Wright for his willingness to listen to many of my suggestions on this issue and pushed to incorporate some of these ideas as well as other people's ideas into the recent revised Mayoral Control Law, which now makes it more transparent and involve more entities before the DOE can close down a public school. The legislation stops short of telling the city what it should do with its property should the school building no longer be used for a public school purpose.

In a nutshell the problem we have in education, which is equally a problem in our city and state government, is that our present administrations do not see education as a vital state interest. They certainly don't act like it, despite the language in our state constitution pertaining to the need of a free public educational system.

Further proof of its necessity and vital importance is the fact that it is free and compulsory. If that doesn't tell you something then maybe you're the problem.

But because the education in our city and state is not taken seriously you're going to have violence in schools, poor reading and math skills, more children dropping out of school and more unproductive youth. Forget what Bloomberg is trying to make you believe. If you only have 10 seniors total and only 5 graduate, you may have 50% of the senior class graduating however, at the end of the day you only have 5 seniors graduating. However, you may have had 5 years ago an aggregate senior class of 50 with 10 seniors graduating. You may have only had 20% of the senior class graduating but at the end of the day you had more seniors graduating from high school than you have now. Look at it from this angle. With the second example at least we had more seniors in the 12th grade. But to not have them even get that far five years later, well that sounds like regression to me.

The schools that always suffer the most when there is a lack of education concern or budget cuts are schools in predominently Black and Spanish speaking neighborhoods. If there is a cut in a certain area the pie is not divided based on who needs what, which is the appropriate way to distribute because everyone should have an equal opportunity. And I doubt it gets divided evenly. Rather the pie gets distributed to those who may not need it or unevenly. Schools having a white majority will continue to get close to their fair share or allocations that they don't need while the other schools get... well we should know how it works, and I still don't accept it nor understand it.

So one of the first things I am going to push for if I get elected is a law that will give the city council an opportunity to be benevolent. There is nothing to say that as a local legislative body we can't come up with our own education gift of some kind for our youth. Some of these monies budgeted for correctional facilities and other things that make you wonder will get cut back. But to always think about cutting funds for education first is putting the cart before the horse. Maybe if our government didn't cut so much in education we wouldn't need to build more jails and we would have the workforce necessary to sustain a city.

The second thing I would like to see happen right away when I take office (but even if I don't this idea needs to be pursued) is the creation of a joint committee consisting of state and city legislators on education. We would meet 4 times a year and come up with concrete plans on how to make our schools better.

Lastly, but by no means the end all, I would like to push for citywide legislation that involve parents and their children in their children's education curriculum. I don't know exactly what and how, although I do have a concept for school grading. Some grading in school should involve projects that are partnered with children and their parents. If we make this our goal we can come up with creative legislation that involve parents and their children in our city's education system. We have lost our sense of civic community. It's not even taught in schools anymore. How then do you expect our young to become productive citizens?

What I offer is a simple platform. But what I know works is that when you engage youth you get positive results. However, when we engage them we must be ready to hear them and see what they want out of this engagement. And we shouldn't be afraid to tell them pull up your pants or "shhhhhh," when they are too loud.

I was at a rally outside the 32nd Precinct October 26, 2009 and the rally was very important. There was press there. Children were coming through being loud and rowdy and I turned around and signaled for them to be quiet saying, "Shhhhh." They listened too. Had to do it several times even. Yeah it works.

Many people ask me what is the difference between me and Council Member Robert Jackson, the man I am challenging for the New York City Council seat of District 7.

I am about less government intrusion when it comes to community determination and more government involvement when it comes to social services and infrastructure, which would include the public school system, and not leaving out a civic curriculum. Survey of Candidates for Public Office

Coalition Survey of Candidates for Public Office

Tenants & Neighbors is a grassroots organization that harnesses tenant power to preserve at-risk affordable housing in neighborhoods throughout New York, and to strengthen tenants’ rights and the local, state, and federal level. Their members compiled a list of questions about housing and tenants’ rights that they want [city council] candidates for public office to answer.

The following are the questions and my answers. This is as good a time as any to let the voters know where I stand on housing issues and how I can best solve housing problems.

Q - In many developments constructed throughout the city, the "affordable" housing is not actually affordable for many poor and working class residents. At the same time, we are losing a great deal of Mitchell-Lama and Section 8 housing, which is more affordable to a lower income population. What should be done about this?

A - Diane Richards, Dr. Kathy Samuels and I were working on a concept that would address the lack of true affordable housing in the Harlem community. We came up with the term Income Targeted Housing. This term means that the housing development coming into a specific community must target the income brackets that are within such community. In Harlem the AMI is less than 25K. That median does incorporate families with a higher income, but certainly lower. Thus, the housing development that we want to see first in our community should primarily target such range rather than building housing that's affordable to just anybody, which could be families of high income and not indigenous to such community.

If you are only having development that caters to high income then eventually you are going to have displacement and gentrification. Gentrification by its meaning is illegal. You cannot build housing that will cause displacement of the underlying group of such district and bring in a different class or ethnic group replacing such group. Summing this portion up, we need legislators that know what the Fair Housing Act is all about and making laws (resolutions included) that are not repugnant to the Constitution.

The laws controlling Mitchell-Lama and Section 8 housing have been misunderstood. These laws or court rulings settling many of the problems associated with ML and S8 need to be disseminated much better than how they are currently being circulated. Most people don't know that if a ML building was built before 1974 when it leaves the ML program it falls under the Rent Stabilization laws. The last ML rent a tenant was paying now becomes the base rent regulated by the Rent Stabilization laws. Regarding Section 8, if a landlord accepts Section 8 and that apartment is under Rent Stabilization the landlord must continue accepting Section 8 when a lease expires for as long as that person receives Section 8 or the apartment is under Rent Stabilization. In a nutshell the community has to be better informed and our elected officials, especially in the legislative department, must have this information to give people when they seek them for help.

Q - What is your opinion about vacancy decontrol and what would you do on this issue?

A - We have had vacancy decontrol in the past. It becomes a necessary tool to bringing housing chaos under control and to rope in affordable housing stock. Right now the power to enact some type of vancancy control lies with the state. I don't oppose the state keeping control. We have some city control pertaining to housing now and look what happens. Our rents go up every year when they shouldn't be. If I get into office I will try to be on a housing committee that takes a proactive role and try to bring into creation a decontrol law that doesn't offend any state law.

There is housing stock that doesn't fall under rent stabilization and could be controlled by the city. We could even create such housing. It can happen. The city just has to want it to happen.

Q - Do you believe that all buildings leaving the Mitchell Lama and Section 8 programs should be protected by rent stabilization? If so, what would you do on this issue?

A - Well some of them are already, as I explained above. But the answer is yes. It is hard to believe that someone entered into a Mitchell- Lama lease agreement knowing that after so many years the rent could go market rent. I believe that the laws controling ML are not being properly interpreted. The city council would be within its right to study such laws and search for a solution on its end. Pushing for such study is where I would start if I get elected.

Q - What is the best way to solve the funding crisis that NYCHA is facing?

A - I would explore co-oping city and state owned NYCHA properties. If not fully co-oping them I would come up with a system that puts more caretaking power with the tenants. In exchange for such service the tenant would get a discount on rent or some worthy benefit. But the people must have more stake in these properties than what they have now.

Q - Do you believe the RGB needs to be reformed? If so, how?

A - Maybe we don't need an RGB. I would entertain the idea that maybe rents shouldn't increase, maintain or decrease across the board. Yearly increases should be on an individual basis. Rent increases based on rising maintenance costs or cost of living should be done the way Major Capital Improvements increases are done. The books are opened and the tenants in a building can challenge their landlord in a more fair fashion.

Q - In 2009, many rent stabilized tenants throughout the city called for a rent freeze. Would you have joined tenants in their call for a rent freeze? Why or why not?

A - Well I don't know if I would've pushed for not paying rent. If rent freeze just meant not paying the increase from the RGB then yes. But keeping the total rent money from the landlord just outright would cause a rippling effect that would be negative.

Q - Predatory equity investing, the practice of private equity groups buying subsidized housing for an unsupportable purchase price, has put many multi-family affordable rental properties at risk of financial failure. What should be done about this issue?

A - The financial failure of a property doesn't change the status of a building or certain laws that control real property. The predatory equity investor is not who we should be focused on. Whoever whinds up taking over the building is still responsible for certain things. If that entity or person cannot meet the upkeep demands of that property or deliver required services then someone has to do it. It could be the tenants. The more they put in the property the more interest they aquire in the property. In other words they are buying interest in the property. Local laws could be enacted that legislatively creates this power or right.

Q - How would you ensure that rent-controlled tenants are protected from unfair rent increases?

A - Rent Control is under state jurisdiction but it doesn't mean that local government can't have some type of oversight. City Council's housing committee must become more proactive. As an elected official I would be more involved with my district's community boards' housing committees or their equivalent and work on solutions that can solve any abuse of rent increases inflicted on rent-controlled apartments.

Q - How would you work to protect Single Room Occupancy (SRO) housing?

A - I didn't know it was in jeopardy. But now that I'm presented with the question I would imagine that the same way illegal SROs are created you have the illegal elimination of SROs. This falls under the jurisdiction of the Department of Buildings. City council needs to explore more innovative ways to eliminate or greatly reduce illegal construction. This is a start.

One idea I have is to create an illegal construction task force that is community based. These agents would be compensated from a commission of the fines that violators would receive. They would inspect properties that look suspicious. They wouldn't do sophisticated inspections. It would be more paper work oriented and clear cut violations. And they wouldn't necessarily go out of their way.

Q - Do you support the Asthma Free Housing Act introduced by Public Advocate Betsy Gotbaum and Council member Rosie Mendez to create fines, best practices, and educational materials to deal with rats, mold, mice, and cockroaches and asthma? If so, what would you do to help ensure this bill becomes law?

A - I haven't read it. But in principle I support it. I would definitely circulate the proposed bill to all the community boards in my council district and seek their endorsements. I would encourage my peers to do likewise. I would still do this even if i weren't a councilman.

Q - Are there any development or land-use proposals where you would support eminent domain? If so, what land-use restrictions would you attach to the use of eminent domain, if any?

A - There are none presently that I would support. I certainly wouldn't support a proposal based on the argument that the area is blighted and the entity desiring the use of eminent domain is responsible for the blighted condition, e.g., Columbia University.

But there is a condition that I would support ED aside from a public use. If the area is economically deprived and is causing other economic problems that are devastating to a wider community, then those public benefits appropriately replace the public use. The property couldn't be conveyed to a new owner unless all of the benefits to the public continue the same way that a public use purpose continues.

Q - How would you pressure the Department of Buildings to force landlords to cure illegal living situations without evicting tenants?

A - A landlord can't benefit on a scam. In other words, if a landlord won't do necessary work unless the tenant leaves after tons of violations and somehow the original tenant doesn't return after the work is completed if that tenant later found out that s/he was tricked out of the apartment then there would have to be some kind of consequences for the landlord's unscrupulous actions. As a councilman I would work on creating laws that would protect tenants' property interests from such scams. There are other ways to get laws enforced without the use of the DOB. This practice would be explored.

A Voice That Is Heard...

...A Voice That is Needed

Bio (Short)

Julius Tajiddin has been a major Voice for Harlem where he's lived for the last several years. His active work as a community advocate, while raising a daughter no less, can be said to be nothing less than phenomenal.

A man of true reform, Tajiddin has helped to empower his community, some would say, in the same way that President Barack Obama has inspired a nation. Ironically, it was Tajiddin who orchestrated President Obama's historical visit to Harlem at the World Famous Apollo Theater on November 29, 2007.

In local government Tajiddin served on Community Board 10’s Land Use, Housing, Education and Libraries and Land Marks Committees and the 125th Street Rezoning Resolution Sub-Committee. He also served on Community Board 9’s Community Benefits Agreement Steering Committee dealing with the Columbia Expansion Plan. Tajiddin also serves on the Borough President’s Historic Preservation Task Force, representing the historic interests of the Harlem Community.
But make no mistake about it. Tajiddin's efforts go even beyond Harlem's boundaries.
Examples of Tajiddin's reach:
  • Largely responsible for preventing Ebay from auctioning off important Malcolm X documents that are now back in The Shabazz family's possession and are presently on display at the Schomburg Center for Research in Black Culture.
  • Influenced the Division of Housing and Community Renewal (DHCR) to change its policy on preferential rents, which previously allowed landlords to break preferrential lease agreements that held landlords to continue charging such tenants less than the legal rent. The policy is now congruous to the Constitution and preferrential rents that were set for the life of a tenancy or any agreed upon term between the landlord and tenant shall remain in full force and effect.
  • Advocated for and was successful for getting each public school in NYC the right to determine its own cell phone ban regulation instead of a uniformed Department of Education ban on cell phones.
  • Believing that Inclusionary Housing did not adequately address the housing needs of an individual community, Tajiddin and two other Harlemites created the term Income Targeted Housing - the push for development of housing in a community that targets the income brackets of households that are living within such community. The concept of Income Targeted Housing is now used nationwide.
  • Wrote an addendum tonew York City Council's Stimulus Package and contributed to the Upper Manhattan Economic Summit white paper - a report to follow up and set guidelines to realize the summit’s ideas for recharging local economies through their own stimulus innovations.

When one thinks of prominent role players in the opposition of the 125th Street Rezoning and Columbia Expansion Plan, Tajiddin is one of the first names that come to mind. Community Board 10's resolution opposing the rezoning bears his handprint. In fact there is not one area of importance in New York City that hasn't been influenced by Tajiddin.

  7. Reverse the 125th Rezoning to a zoning acceptable to the Harlem Community and federal law;

  8. See to it that Harlem, Washington Heights and other District 7 Communities' Historic Resources get Landmark status;

  9. Protect and create new recreational resources throughout Harlem and the 7th District;

  10. Protect senior citizens' rights, properties and aggressively fight to reclaim properties fraudulently taken away;

  11. Create more and better low income housing;

  12. Support and push for community self determination;

  13. Bring in new ideas that will reduce crime and gang violence.

The Tajiddin Platform

One might think that these are a bunch of promises that will never be fulfilled by a politician. Think again. The Tajiddin Handprint of the present shows that some of these promises have already been accomplished and will be maintained or are now in progress.

By empowering the people joblessness, homelessness and crimes, as an example can be greatly reduced. When people become empowered jobs can be created, criminal behavior does not thrive and homelessness would barely exist if at all.

The Tajiddin Handprint - the Julius Tajiddin Chronology

A Native New Yorker (born in the South Bronx), Julius Tajiddin has been a resident of New York City for over 31 years,  making Harlem his home since 2001. An active and influential civic leader, Tajiddin is not only a voice that is needed but also a voice that is listened to. Tajiddin has been instrumental if not outright responsible for what some would consider praise worthy achievements. Some of the things that bear the Tajiddin handprint are:  
2003 - [Shabazz Family] vs. Ebay and James Calhoun - In 2002 James Calhoun gets a hold of a rare cache of letters, speeches, photographs and journals belonging to Malcolm X by purchasing such contents in a blind public auction after one of Malcolm’s daughters (Malikah Shabazz) - who had put the items in a storage locker - fell behind on her rental payments. Tajiddin devises the Shabazz Family's strategy to get the items returned.

2003 (October 4th) - African Burial Ground Re-interment Project - The Final Journey - The remains of enslaved Africans that had been discovered in 1991 at the Federal office building at 290 Broadway in Lower Manhattan are finally re-interred to rest. The ceremony is attended by over 5,000 people. Most of them are Black and cannot enter the gated burial ground. In a Herculean maneuver Tajiddin negotiates with federal authorities to allow over 2,000 people to partake in a procession line that passes in front of the African Ancestor's graves for a final farewell.

2003 (December) - Tajiddin Takes on the Department of Education, et al, in Court. - Tajiddin takes the New York City Department of Education, its Chancellor, Joel Klein, and several other school district administrators to court after his daughter’s principal demotes her back to the 3rd grade in retaliation against him for being an outspoken parent. Tajiddin also challenges the constitutionality of certain parts of the School Governance Reform Act of 2002, which gives Mayoral Control over public schools to the mayor.

2004 (Spring) - The Tajiddin Approach on Crime - After a series of robberies around Morningside Park Tajiddin begins to take his runs in the park during dusk hours. Tajiddin is hoping to make would be robbers think he is an undercover cop. A couple of robbery attempts are thwarted off. As joggers see Tajiddin in the park more and more people begin to utilize the park during early evening hours. The crime rate in that area starts to reduce.

2005 - Introduction to Community Boards - Councilmember Inez Dickens encourages Tajiddin to get active in Community Board 10 affairs so he can learn what goes on politically in Harlem. She also encourages him to pay close attention to land use issues.

2006 - Mayor Ray Nagin of New Orleans Wins Re-election - Tajiddin meets some displaced residents of New Orleans’ 9th Ward in Harlem after Hurricane Katrina. He is convinced that New Orleans would be better off if Mayor Ray Nagin gets re-elected. Tajiddin creates a re-election strategy for the incumbent. It is this strategy that causes Nagin to win re-election. He wins by 4%.

2006 - Forming the Harlem Platform Committee - Tajiddin and some other Harlem activists create a community grassroots organization known as the Harlem Platform Committee, whose mission is to preserve Harlem‘s legacy. The HPC becomes an important watchdog group and tackles some of Harlem’s most controversial issues.

2006 - Tajiddin Starts Building Alliances - Tajiddin begins to align himself more and more with Community Board 10 members. Tajiddin is asked to join the Education Libraries Committee. He accepts. Tajiddin also starts building other alliances. These alliances are with Blood gang members. Tajiddin will begin building a slow and respected relationship with Blood and Crip gang members in search of finding a solution to the ongoing gang violence in Harlem.

2006 - The Creation of Income Targeted Housing - Tajiddin is now working closely with Community Board 10’s Land Use and Housing Committees. An active physician in the Harlem community by the name of Dr. Kathy Samuels, the Housing Committee Chair, Diane Richards, and Tajiddin are working to create a mechanism to create affordable housing that Harlem residents can afford. Together they create the phrase Income Targeted Housing (the development of housing that targets the income of families within the relevant community).

2006 - Addressing the Real Motive of Charter Schools in Harlem - Tajiddin is the first to address how Charter Schools will be used to help gentrify Harlem and a law that seems to let landlords opt out of an obligation to tenants of charging them less than the legal rent for the life of the tenancy (Preferential Rents) despite anything to the contrary. On October 16, 2006 Tajiddin holds his first town hall meeting addressing these and many other issues. Tajiddin becomes the frontrunner on slowing down the charter school surge in Harlem. Tajiddin will be sought after over the next few years for his assistance in keeping public school buildings from being taken over by charter schools.

2007 (Summer) - Columbia Expansion Plan - Columbia University's Expansion Plan gets certified. Columbia desires to expand its university across 17 acres of land located in Manhattanville, a section in West Harlem.. Tajiddin is asked to join Community Board 9’s Community Benefits Agreement Steering Committee. Tajiddin will become an effective force in the community fight for a meaningful Community Benefits Agreement, lower building heights than what’s desired in the plan, a non-gated campus, no eminent domain and no underground bio tech laboratories.

2007 - Tajiddin Moves the New York State Supreme Court to Accept His Amicus Curiae Brief Supporting a Group of Parents' Petition, represented by Civil Rights Attorney Norman Seigel, Opposing Mayor Bloomberg's Across the Board Cell Phone Ban in New York City Public Schools - Tajiddin becomes an important voice attacking Mayor Bloomberg's ban on cell phones in the New York City public schools. The ban alleges that under the Chancellor's Regulations students cannot bring cell phones on school property accept in certain circumstances. Only two Amicus Curiae briefs are filed, one being filed by Tajiddin. The Court denies both motions. However, it is Tajiddin's brief that craftily alleges the ban is not equally enforced, rather the ban is only enforced in public schools with a Black and/or Spanish Speaking majority. This allegation is not in the Petition. The court dismisses the petition and upholds the Department of Education's cell phone ban.

However, the Court's finding of facts are different than the DOE's. Amazingly, the Court finds that the Regulations are to be interpreted to mean that each school has the authority to determine its own cell phone restrictions, which could include allowing a student to bring a cell phone to school based on maturity. A whole school year passes before Tajiddin discovers the Court's decision. That discovery comes from a newspaper reporting that the Appellate Division upholds the Supreme Court's decision. Tajiddin decides not to commence an action against the DOE rather spend his time notifying public schools with a Black and/or Spanish Speaking majority of the Appellate Division ruling.

2007 (June) - The Beginning of Harlem 4 Obama - Tajiddin responds to an email being circulated around looking for volunteers to gather contact information for a then Senator Barack Obama in his quest for the presidency. Tajiddin meets another volunteer by the name of Michael Washington who convinces Tajiddin to continue campaigning for Obama on a grassroots level. Washington brings to life a friend’s website simply called Harlem 4 Obama. Tajiddin becomes one of Harlem 4 Obama’s active founding members. H4O will inspire a new thinking in Harlem about Barack. "Maybe he can become president." Harlem 4 Obama's legacy will continue through Harlem 4 under the leadership of Chet Wheye. (when finished click back arrow*)

2007 (September 26) - Barack Comes to Washington Square Park - Tajiddin attends a an electrifying Barack Obama rally that is attended by 30,000 people. Tajiddin is right up on the 1st barricade after the stage. Tajiddin gets a chance to briefly meet the future president. It is this encounter that really gets Tajiddin charged up about Barack’s candidacy. (*)
2007 - Save Harlem Coalition vs. [the Sigfield Group] - After purchasing land parcels located at 2331-2349 Frederick Douglass Blvd., for $30M, the Sigfield Group terminates all of its tenants’ leases and asks them to vacate the premises by a certain date or face eviction proceedings. 5 tenants remain and hire the law firm of Adam Leitman Bailey who agrees to take the case after meeting Tajiddin. With the help of Tajiddin the tenants get an injunction. The case immediately settles for an undisclosed amount ($$$$$$$+). The stalling of the tenants' eviction will prove valuable even after the settlement for the tenants. The housing market will crash and the financing of the project will be pulled. The Sigfield Group will be forced to ask some of the tenants back. One of the tenants will return.

In the proceeding years to follow Tajiddin will come to the aid of many housing and commercial tenants and help them with their landlord problems.

2007 (November 29th) - A Night At The Apollo with Senator Barack Obama - Senator Barack Obama takes time from his Iowa and New Hampshire campaigning to come to the World Famous Apollo Theater. What is not readily known to the public is that this visit is orchestrated by Tajiddin.

2006-2008 The Rezoning of 125th Street (River to River) - Tajiddin is one of Harlem's most active residents against the 125th Street Rezoning as is. Tajiddin is not only the lead investigator for the Harlem United Special Task Force Commission Report, the most comprehensive report addressing the New York City Department of City Planning's Environmental Impact Statement on the 125th Street Rezoning Plan, but a major architect in Community Board 10's resolution disapproving the plan.

2008 - Rezoning Harlem (the documentary) - Some graduate students from Hunter College ask Tajiddin to help them make a documentary on the 125th Street Rezoning. The result is the locally acclaimed documentary - Rezoning Harlem. (*)
2008 (July) - DHCR Changes its Preferential Rent Policy - A preferential rent is a rent that a landlord could charge a tenant in a rent stabilized apartment that’s lower than the legal rent. The DHCR incorrectly maintains that a 2003 law allows a landlord to go back to the legal rent at a renewal lease period if he chooses to despite any agreement to the contrary.

Thousands of Harlem rent stabilized tenants are self evicted after going to the DHCR and getting no support. This is more evident in Harlem. Tajiddin sees an opportunity to get the DHCR to change its position when the Harlem DHCR office gets a new director. Tajiddin is the front runner in a campaign to reverse this practice. Tajiddin convinces the new director that the policy is wrong and violates the Constitution. The new director submits an application to the Commissioner of her agency to have the policy changed. The application is successful. In July of 2008 the DHCR publishes its fact sheet No. 40 to reflect the agency's new policy.

2008 - The Harlem Wide Land Marking Initiative - A key advocate in the quest for Central Harlem or parts thereof becoming a Historic District, Tajiddin is a major facilitator in starting the process of having evaluated the landmark status of 60+ structures and buildings throughout Harlem.

2008 - The Fight Against NYCHA's Plan to Transition Thousands of Public Housing Apartments Into the Section 8 Program - Upon hearing that HUD (The Department of Housing and Urban Development) approved NYCHA's plan to transition 8400 of its NYCHA units into the Section 8 program, Tajiddin leads a crusade to warn the residents of Harlem who would be affected by such plan not to accept the Section 8 vouchers. Tajiddin believes that the plan will eventually force the tenants entering the program out of public housing. There are several things in the plan that raise alarm: No criminal back ground checks for 6 months; no income verification for 6 months; once you take the voucher you cannot change your mind and give it back; initially NYCHA offered 2 per household. Many of the tenants turn down the offer. (*)

2009 (March 6) - Julius Tajiddin at the One For Jasmina Bone Marrow Drive held on March 6, 2009 in the Village, hoping to be a bone marrow match for little Jasmina, a 6 year old girl dying of Lukemia. Tajiddin intends to bring attention to Jasmina 's situation to Harlemites by featuring her in his Preserving Harlem's Legacy online newsletter (third issue). Tajiddin's plea is well received. Two well attended bone marrow drives in Harlem are launched after the "...Legacy" issue. Jasmina will eventually find a bone marrow match and undergo a successful transplant.

2009 (March) - Tajiddin Thwarts the New York City Department of Transportation's Plans to Narrow Adam Clayton Powell Blvd and Put in Bike Lanes - Tajiddin attends Community Board 10's District Service Cabinet Meeting for the month of March 2009 and learns that its Transportation Committee approved the DOT's plans to narrow Adam Clayton Powell Blvd and remove a traffic lane in each direction, replacing them with buffer zones and Bike lanes from 118th - 153rd Streets. It is the DOT's belief that CB 10 will approve the plan in April at its general board meeting. Work is scheduled to begin June of 2009. Tajiddin believes that the historic character of ACP Blvd will be destroyed and that the Transportation Committee's approval violated due process of law because it failed to notify the public that such a liberty was at stake. Tajiddin leads a successful movement to stop the DOT's plans. At the first Mayoral Debate of 2009 between Mayoral Candidates Tony Avella and Bill Thompson both candidates confirm Tajiddin's position that the DOT Commissioner's tactics of just laying down bike lanes without Public Hearings or community input violates due process of law.

2009 (June 18) - Tajiddin Presents at NYPD’s Diversity Training - Tajiddin addresses the NYPD Graduation Class of 2009 as part of their Diversity Training program at the World Famous Apollo Theater. Inspector Dwayne Montgomery, attached to NYPD’s training department, will receive the 1st Preserving Harlem’s Legacy Awards at the ceremony for his dedication and service in the Harlem community.
2009 (June 23rd) - Tajiddin Begins his Role as a Community Representative with the Agency of Children’s Services - Because of his diverse background in many areas of life, ACS retains Tajiddin as a consultant. On June 23, 2009 he begins his first day as a community representative in ACS conferences that decide whether children should be temporarily removed from their parents pending a court hearing or stay when suspected abuse or neglect is demonstrated. Tajiddin and other consultants are Harlem’s first wave of community reps that will attempt to bridge the gap between ACS and parents.
2009 (July) - Tajiddin Enters the New York City Councilmanic Race to Become a New York City Councilman of District 7 - Tajiddin enters the 2009 City Council race as an independent candidate to unseat incumbant Robert Jackson, who voted to extend term limits to three terms. Tajiddin is adamently against the way term limits were extended, which was by councilmanic vote, undoing the twice referrendum vote of the people desiring term limits of two terms. Tajiddin gets nominated and will be on the ballot in the General Election. He will run on the Freedom, Justice and Equality party line. Tajiddin lives in District 7, which is West Harlem, parts of Morningside Heights, Central Harlem,Washington Heights, Hamilton Heights and Inwood.
Tajiddin currently sits on the Manhattan Borough President's Historic Preservation Committee. Tajiddin has also served on Community Board 10's Land Use, Housing, Land Mark and Education and Libraries Committees as a public member. He was also drafted to serve on CB 10’s Ad Hoc 125th Street Rezoning Resolution Committee and CB 9’s Steering Committee (Education) addressing the Community Benefits Agreement between the CB9 District and Columbia University. Tajiddin drafted a community benefits agreement for the West Harlem Local Development Corporation (the entity designated to negotiate with Columbia University for a CBA). Some of Tajiddin’s ideas would find its way in the final community benefits agreement, however Tajiddin and many members of Community Board 9 are dissatisfied with the end result.
Tajiddin was awarded a BA from Hunter College, majoring in Film and Theatre Production. He also has an apprenticeship in Welding from the Job Corps. Tajiddin is also a United States Army Veteran.
